After some research, and learning that walking your dog via a collar can cause damage to the dogs necks because of the stress that is caused by pulling on it, I began to look for another solution.

The best thing that I have found so far, in regards to the dogs health is the harness. The harness re-distributes the pull onto the shoulder. 

Once I received the Rugeme soft mesh puppy harness I tested it out on our Shih Tzu.  He is always up, down, and all around. The Harness seems to with stand all his tugging very well.  I liked that it came with a leash, making for the complete walking set.  Overall this is great for supervised usage on your fur babies.
